Extent of Participation of the Local Government Units (LGUs) of the Province of Ilocos Sur to the Kannawidan Festival

Abstract

This study aimed to determine the extent of Local Government Units’ (LGUs) participation in the Ilocos Sur Kannawidan Festival as basis for developing mechanisms for the provincial government and/or LGUs to intensify their participation, as they play a vital role in organizing this event and contributing to its success through various means. The study used a descriptive-correlational research method and collected data from the Mayors/Representatives of the 32 Municipalities and two (2) Cities of Ilocos Sur through a researcher-made questionnaire. The quantitative data was analyzed using descriptive statistics. The study revealed that the LGU’s gained a very high result on dissemination process while support of the provincial government to LGU’s on Kannawidan activities appears to be moderate. Notably, the participation of LGUs to Kannawidan activities and number of awards received were high. Overall, the extent of participation of the LGU’s is high. Interestingly, the number of years as public official and the geographical location of the LGUs have no significant relationship with the perception of the respondents on the extent of participation of the LGUs in the Kannawidan Festival. Consequently, it is recommended that provincial support may be considered to be strengthened by providing more resources, funding and training for Kannawidan activities, enhancement of collaborations between LGUs and provincial government, enhancement of recognition incentives, establishment of a feedback mechanism and capacity building focused on even management, marketing and community engagement strategies for LGUs.
